The FATF definition of International organisations is limited to entities established by formal political agreements between their member States that have the status of international treaties. [R1.1][R2.1] FATF was not formed as a formal international organisation.[R8] FATF was created by a ministerial declaration at the G7 rather than a treaty.[R9.1]
